I have lived in new York for 84 years and have no idea as to what you are referring. The closest I can come to define a "New York minute" is that things move so fast in our city, that a minute here is about a second anyplace else.

A New York minute is a very short period of time, sometimes significantly shorter than sixty seconds, and sometimes a form of hyperbole for "perhaps faster than you would believe is possible". The term refers to the common perception that New York City is very busy, with much happening at all hours of the day, and people often in a hurry and likely to be impatient.
Johnny Carson once described a New York Minute as being the time it takes "From the (traffic) lights to turn green, till the guy behind you starts honking his horn". During the late 1980s crime wave, David Letterman defined a New York Minute as the length of time it took to be mugged in New York City.
So in a way, a new york minute could be described as a short period of time where a lot of events could happen to a person or a situation.
A New York minute may be compared to the idea of Internet time, and contrasted with that of a country mile.
There is also a song titled "In A New York Minute" by U.S lyricist Fran Landesman and U.K composer Simon Wallace, also sung by Don Henley of the Eagles.
There's also a comedy movie starring Mary Kate and Ashley Oslen called New York Minute.

In New York life is lived at a very fast pace. A New York minute would probably be, of let us say 10 or 15, here in the mid-west where I happen to live?
Anyway, having lived there, and here, that's what a minute feels like.
