you weren't home at the time (and no, our neighbors and us all kind of keep to ourselves) and I'm in an apartment complex....here's the thing....I applied for a job within a law enforcement agency (not a cop - civilian position) --- but the agency said they need ME to provide the name, address AND PHONE NUMBER of 3 neighbors. I have been laid off for 7 weeks now and this job is important. Anyway, I left a note on 8 doors telling them my situation, that I needed this information for a job - gave them my phone number, apt. # AND email address and no one responds...WOULD YOU do that to a neighbor -- just ignore it??? What has happened to people anymore? We aren't all close friends but what about human compassion? No one has anything against me or dislikes me for any reason. Could it be they just don't want to hear from cops? Everyone goes thu background checks before moving in so I can't imagine them being afraid. What is your take? Eight and NO answers....

I DID KNOCK ON THEIR DOORS BUT HAD THE NOTE JUST IN CASE.........
I plan to go back tomorrow after 5 and see if I can do better. The OTHER problem I have is 2 of our neighbors are Spanish and I don't know how much English they speak.

honestly, that is a tough question.. more than likely i would ignore it, unless i somewhat knew the neighbor, because how could i be a reference to them if i didnt even know who they were? im not afraid of cops, but unless it was someone i knew, at least a little bit... there is no point in me responding.... also you never know what is a scam, especially from someone you do not know....

Notes on doors are a different story. Why not knock on their doors and talk to them since you need this job more than ever so you have to sacrifice a little to get their references needed by your employer.
These people wouldn't be home all the time would they? They will come home definitely, that is the best time to approach them and tell them your own problems which concern them in one way or another. Leaving notes on the door is very INFORMAL so to speak, since you are the one needed them most not the other way around, you should give them your own time not them. You should try- knock on their door, ring on their bell, tap on their windows too.

I also live in an apt bldg but know a few of my neighbors well; they would respond to my request. However, I also know people by sight only. I wouldn't respond to someone I know only well enough to say hello to. I also wouldn't ask them to contact me if I were in your shoes. The police dept probably wants this info for character references. Why don't you call them & let them know that your relationship to your neighbors doesn't go beyond a hello or small chitchat when you run into each other?

People are just unsociable in some places. I would be happy to help a neighbor. Just today I was thinking boy, when I get my mail, if there is someone else getting theirs too, they never say hello. I find that very odd. But that's CA. In the south (TX, LA) you know all your neighbors and their mamas.
I wish you better luck. Try a personal visit to get results.

think about what you're asking.... i'm assuming that you guys don't really know each other that much. you are asking ppl that don't know you to provide personal info. plus, if they don't know that well, what would they tell the person who calls them for your references? i wouldn't expect someone to put me down as a reference if i didn't know them. i mean, if they don't know me, what would they tell the employer about you when asked. it wouldn't look good on your part if the neighbors told your employer, ya she gave me as a reference, but i don't know her or anything about her.
if someone left you the same note, would you think twice since you didn't know the person, plus you know how cruel ppl are now days, not knowing if the note is serious or ppl just tring to get your info.
as far as the "neighbor references", i doubt that actually means NEXT door neighbors. that could be ppl that you really know that isn't family and that lives near or around you, not just beside you.

If I didn't know that person and just got some random letter I sure as hell wouldn't give out my person email Maybe if the person came and TALKED to me it would be a different story. Why couldn't you try when they are home?

I would knock on their doors again, and let them see who you are. They are more likely to help you if they know you. YOu said you keep to yourself, so why would they help a stranger? That would be your best bet.
