Well I personally like to use Azelf more than Dialga, but mainly because of the moveset I have on him. Statwise Dialga is much better but yes he is normally banned from competitive battling. Azelf can learn good TM's but Dialga's overall power is higher...so I would say that Dialga is better in most situations.

Dialga has a very high stat total, but is banned however in most competitive battling. (As with most legendaries)
Azelf is an exception (Like all the Trios in the every series) because it's incredibly fragile
