Our U.S. dollar value is declining I have some knowledge on why but I wonder what everyday consumers and the U.S. public can do to help increase the value? Any ideas and any resources anyone would know would be helpful.

Buy Bonds

Buying Bonds increase the interest rate

Increased interest rate makes for a stronger dollar

Other than changing policy, good luck getting a stronger dollar, unless you pay off a good chunk of our federal debt.

My take on this:
Socialize medicine. Not HMO horror (which is for the protection of the company insuring people, not for the people), but access to quality medical care for every U.S. citizen. Create a civil defense that indicates not only the ultra wealthy are valuable. (Do it State by State- model it after Switzerland). Become a neutral country except when called upon- with volunteer troops, to assist in humanitarian outreach.
Subsidize adequate childcare where workers are paid well and well qualified to work with children- understanding stages of life and psychological/physical needs of children.
Give people that are disabled opportunities to contribute to their community in whatever small way they can and pay them for it, offering opportunities that meet their ability and which are interesting to them.
Discourage a welfare state which keeps people afraid to go outside of the dole for fear of losing needed medical benefits and rental assistance that a job at McDonalds won't offer them- by offering a decent minimum wage, required insurance coverage for all workers and elimination of charity or county hospitals- allowing people that are temporarily unemployed or unable to work- to access care at any facility.
Offer more effective job placement and educational programs for the disadvantaged.
I think if the people are valued, feel valuable and morale is up, causes for any intervention in foreign affairs is clearly honorable, then the value of the dollar will sky rocket.
Oh, and I'd open the borders between Canada and Mexico and since we would be a neutral country, there would be no need to fear terrorists as much as we currently do.
If our troops were mobilized for civil defense and humanitarian causes, Katrina losses would have been greatly limited and rebuilding and reorientation to home State would be a reality and not just a dream that a few can live.
Put experts in trade and quality control who are concerned about safety and welfare of citizens and not about who can line their pockets to let substandard products get out on the market.
Have a better country-wide public transportation system that is more affordable and accessible eliminating the need for as many cars as are out on the roads so the people with less money can travel, too- like investing in those super fast city to city trains like they have in Europe.
Put people with brains and diplomatic skill in positions that involve trade/ international relations. Don't make wealth and connections a neccesity in order to win a significant political position.

Stop spending all your money and save, and encourage the government to balance the budget and stop borrowing money.
