I would say that the Nazi invasion of Europe and mass killings, as well as the Japanese invasion of China and mass killings, were more destabilizing. The Soviet Union broke up into many countries, most of which have governments which are as corrupt as the Soviets, and millions of people were not systematically killed as in WW2.
