The best winning record to not qualify for Playoffs is the Houston Rockets in 2000-01 season with 45-37 (.549) record. The Rockets are the 9th seed in the west behind only to the Timberwolves.

and yes there's a worst team that qualified in the Playoffs...It was the Baltimore Bullets in 1952-53 season with a record of 16-54 (.229) but still qualified in the Playoffs coz they are the 4th seed in the East with only 5 total teams in Eastern conference at that time.
