I would be vary of such a person and would not like to trust him with any personal information or confidential matter which I expect others to keep to themselves. Such a person would be unreliable, may not make a good friend, someone in whose presence people would be uncomfortable, and an avoidable contact.

If it is a personal thing it means the person is two faced and can't be trusted, If it is professional thing it means the person has no ethics and can't be trusted, If it's political it means he's probably going to get elected.
