Depends on how the glass was 'frosted'. If the glass has been etched, or sanded, then no. It could be recycled.
If this is a 'spray on' frosting, then yes... you can clean it off, usually with a razor blade, or some solvent (acetone for example). Any paint stripper used could affect the surface of whatever may be holding the glass in place, so keep that in mind when working with it. For example, if this glass is in a painted frame... the solvent will strip the paint too, if it comes in contact with it.

Can it be buffed smooth? Probably not, the pits might be too deep. Might be cheaper and for sure, easier, to replace the pane.
