Good question, especially when it comes to breast feeding. I don't want to see a bunch of women with their breasts hanging of their shirts and all, BUT I do think that womne should be allowed to breast feed in public as long as they have the little baby blanket covering up. There should be a law about women being able to breast feed in public if they cover up with a blanket!!!

Well men make up the rules too and I'm sure there' s possessive, protective, modesty thing related to this. I think a lot of it has to do with condition, and how the breasts have become the "forbidden fruits". From them being concealed and flaunted has made them naughty parts. They aren't that big of a deal at the beaches in Europe and the men there don't go crazy like American guys, so that theory of having them concealed so that men don;t crazy is not exactly true. Yes it would not be a good idea for women to be doing that now in America, because America has been ingrained into this for quite a while it would sure be abrupt and would make men salivate and nuts, because people in America aren;t ready for that yet, like Europe. Which is good too, because that what keeps the breasts allure is the covering up to some extent and gives the mystery, and gives the shock value.
I think it's because women aren't as visual, but also I think it's because women can control themselves better too even if they are aroused unlike men. And perhaps it has it's roots as in women needing to be modest and this being taught from having women cover up certian parts, because they are weaker and maybe more vulnerable. Whereas society sees men as not vulnerable, because of how sexual men are and maybe because the media and beliefs and thoughts root back to the victorian ages and how American society is run by a male perspective, thus societal conditioning. So what people believe, and perceive comes from this, which the believe of exposing of the breasts is inappropriate, because of societal conditioning.
Edit: The male chest draws less attention Stevejen? Well yes from men, but well men are men and the culture thing too. But if it draws more attention overall from people it would have to be because of obsenity or shock value which i already added why there is shock value to breasts. I don't know I have read comments from other people and it seems that gay or bi men get just as distracted with a man's fit torso as a straight man and women's breasts and I have seen a decent amount of women discreetly oogle a fit man's abs, and shoulders, and pecs with his shirt off. I don;t know a fit man with toned chest/pecs is quite the eye candy for gay men and some straight women, so I don;t know about the distractive thing.
It;s not the size but the sexually appealingness of the part that I would thing would be an indicator of distacting ness, unlesslike I said it is because of obesencity or the shock value. Granted large breasts would be distracting for anyone, because they are are just so huge, so they would be hard to ignore visually whether one wants to look or not.

Also, a woman's breast secretes liquid (milk, when she has a child). We treat as special parts of the body, below the neck, that secrete anything.
Finally, a woman's breast sticks out more than a man's chest. A man's chest is much flatter on his body than a woman's breast is, and draws less attention.

Partially because the breasts are the most obvious and overt "sexual" organ(s). Considering that both sexes have genitalia and both have a buttocks, the breasts are a private, sexual organ that stands out as different. Therefore, most of society deems them necessary to be covered, and have for aeons. The appreciation that women have for the male chest doesn't make it a "sexual" organ, per se. It doesn't lactate or anything like that, so it's purpose, if you will makes it different.

Well, a woman nursing a child in public doesn't need covering up.
And, I've seen overweight men with sagging breasts the size of large grapefruit that definitely need "covering up".

It's cultural. There are many aboriginal tribes who's societies allow for women to go around bare chested.
Cultures started wearing clothing to protect themselves from the sun and the cold, and somewhere along the line in our culture it became a bad thing for women to go around topless.

To be honest, there are a lot of men I would much rather see covered up when they go out in public. There's nothing arousing or exciting to see men with man-boobs and huge guts walking around uncovered.

Exposing breasts doesn't equate to exposing a penis or a vagina. The comparison isn't logical.
If women had been wearing earmuffs all the time for the past several hundred years, ears would make guys horny.
I think, let women go topless if they choose, after enough time, breasts will no longer be as sexualized.
