Personally, I don't quite get that either. I didn't realize the drinking age was federally set. I thought it was set in each state.
In Canada, each province has it's own drinking age. In my province it is 18 but I know of at least one where it is 19 and two others where it is 18. I'm not sure of the rest of the provinces.

okay, what ever. what about all thos kids that have nothing going for them, but can make something of themselves in the military? You can drink on base cant you? get stationed in S. Korea, you can drink all you want. Anyway, when you turn 21, drinking isnt as much fun. get your panties out of a wad.
