Public defender is not likely to take on a case with insurance violations unless you have been charged criminally and there are criminal sanctions like jail or probation possible.

Are you competent in law? Yes, you don't need a lawyer if you have every single document and insurance updated. You should able to represent yourself. Normally a public defender will not be assign to cases like your. It is a violation of vehicle codes, not a criminal law. Yes, if you can run all these things a traffic specialty lawyer, who can assist you but it may cost a lot than you can afford. There are free legal advices for low income folks. Hope you learn not to violate vehicle codes in the future, driving is a privilege, not an entitlement. Good luck!

A person who represents themselves has a fool for a client. Although it probably isn't neccessary to have a lawyer, if you want to achieve the best possible outcome it is certainly highly recommended.

Even if you're not going to dispute any of the allegations a lawyer may be able to get you a lighter punishment by pleading mitigating circumstances etc.

Ultimately it's up to you however.
