Most Fundamentalist Islamic governments are against anything advanced but they do bend their rules a bit and except guns.... Would they bend their rules to drill oil faster?

Saudi Arabia is using the most advanced techniques to keep up its oil production. Including horizontal drilling and water/steam injection. They would not be using those advanced and I might add, rather expensive techniques if the oil was not running out.

Expect gas in the USA to hit $5 a gallon by the end of this decade. Which ever nation gets controlled fusion power first will be the new OPEC of the 21st century.

If it is not cost effective to remove more oil, then why do it? The objective is to sell your oil at the highest price possible while keeping oil low enough that other energy sources are not cheaper than oil. More oil production means cheaper prices on a finite resource. The smart thing to do is to limit supplies and hold onto your oil for future sales.
