Depends on how the crowd reacts. In the case of the Rock and Austin, Vince had no choice because the went from mid-card to way over with fans over night with their respected gimmicks. Most of the time it is Vince and the creative writing team in the WWE.

The talent can pitch all they want, but Vinnie and those outstanding scriptwriters have the final say. The best example of the insanity is how the company nearly balked on Steve Austin's - through his then wife - concept of Stone Cold.

the wwe creative team chooses all the gimmicks that the wrestlers have to do...thats why u see wrestlers leave companys because they are unsatisfied with there gimmick or the way there gimmick is being used
