TELL THEM NO WHEN ANYONE ASKS FOR YOUR SSN.

THAT IS NOT TO BE USED FOR ID. OR ANYTHING ELSE.

HEAR ME NOW....DON'T DO IT TELL THEM NO!

YOU DO NOT GIVE OUT YOUR SSI NO FOR ANYTHING AS THEY COULD USE IT FOR ID THEFT..
CALL YOUR SOCIAL SECURITY OFFICE AND TELL THEM WHAT YOUR CONCERNS ARE. THEY CAN ADVISE YOU REGARDING THIS....

Anyone who has a legitimate reason to check your credit history, may ask for a social security number.
So, landlords, utility companies, credit card companies basically anyone who wants to make sure that you will pay on time.
Many places that pay you money, also need your social security number -- employers, government agencies, health insurance companies.
If someone needs to make sure that they absolutely unmistakeably can identify that you are you, they will need your social security number.
But if non of the tests above are true, then you don't have to give your social security number, and you also give it to them when you are about to "close" the deal. Say if you walk into a dealership and want to test drive a car, they should not ask you for a social security number, but if you are buying a car and want to setup a financing, that would be legitimate question.
I hope this explains it.

Unless the Federal law has changed No one can ask for you ssn, except your employer and then only for filing your taxes.

If people tell you that you have to give that up they are wrong.
what they don't tell you is that if they want to do a background check on you for lets say turning on you electric or water then you can say no and opt to just pay a deposit or higher deposit instead.
The law allows for you to keep your ssn private.

Don't let anyone take that from you.

here are a few links that I think will back me up.

In Canada It is only require for tax and banking purposes.
That being said, anyone asking for it can refuse you service because you declined to give it.
They won't say that was the reason, but it will still happen
