I hope this isn't a trick question!
#1 Use grass seed
#2 Pick seed best for your area
Ask at the garden center/ and preferably use a perrenial seed not annual seed
#3 Make sure to cover the seed good with Straw NOT hay
#4 Water is well and frequently until it is well established
#5 Don't mow untill it is well rooted and don't mow it short.

Well basicly all you need is grassseed lime and a starter fetalizer like 18-24-12 slow release which means it release 50% now the other 50% in a couple of months
