Both! The European part is a lot smaller and is on the Western side of the Ural mountains, containing the big cities, like Moscow and St Petersburg. The vast bulk of Russia, including Siberia, is in Asia. Russia is what's called 'transcontinental', which means it goes over two countries.

Another transcontinental country is Turkey, divided by the Bosphorus Strait (as Istanbul is spread over both haves of the Bosphorus, it's actually a transcontinental city!)

Russia is a transcontinental country which means it extends over more than two continents which is Europe AND Asia. They call it Eurasia or something like that.
