No, it doesn't take away points. It generally indicates that someone didn't think you gave a good answer. You can guess why some people don't like seeing thumbs down next to their answers.

I'm totally confused by it! Especially, when I know I have the definitive answer, and have put a good deal of thought and time into answering, and am given several thumbs down. While, all their best friends, who can't complete a thought, let alone spell, are given thumbs up. I don't get mad, I get even. And, I'm trying to figure how to trip this group up. There are others on Y!A who tell me that they feel the same.

It irritates me, I won't lie. When someone asks for opinions, it's rude to give a thumbs down to the answerer. So you don't like their opinion? Who cares! Move on, and leave it at that.

well when you report someone it automatically gets a thumbs down..
so sometimes you have to wonder if it's just an innocent thumbs down or someone really reported you

Who cares about TDs.
As for the 1st answerer, I'm not surprised the Trolls TD answers in questions like the example you have given .... seeing as that question is against site rules according to Yahoo.
EDIT: CHARMZ - The new system doesn't AUTO TD when you report someone, TDs are literally that and have nothing to do with reporting
