I'm assuming that you're referring to hip hop fashion. Well, the hip hop culture isn't "black". It's a sub-culture that, yes, was given birth to by black culture. But it was taken over by the establishment and is NOT currently "a black thing". It's a sub-culture that is now influenced and embraced by people around the world regardless of "race".
Perhaps you may see lots of black folks in your area "hangin' it low".... BUT, if such is the case, it's just a trend in your area. I mean, really, some black people do sport the baggy style you speak of.... But people of other groups do the same. Hip hop transcends group affiliation, especially since it has been hijacked by non-creators (people who had nothing to do with its origin).

Wow. Your an extremely ignorant,racist, and idiotic 34 yr old. I have seen many people of other races wearing saggy jeans. I have seen Asians, Latinos, as well as white people wearing saggy jeans. So you should have probably restated your question when you said "...only black people..."

It's called a fad.
Black guys, (and white guys, and Asian guys, and Latino guys) who were their pants down around their butts eventually grow up and openly admit how rediculous they looked.
Fads come and go..they always have, and they always will...most things change with age, and maturity, including the ability for someone to drop the copy-cat fads and be themselves.
Give em time - be patient.

that's discrimmination or whatever towards black people! it's not ONLY black people but people of all kinds who thinks it's cool. it's like a trend bc i know my brother and his friends do it and trust me I am NOT black so don't say only one race does this bc that's always bs!

I've heard several theories, the most plausible was that the black community has a very high rate of incarceration (try 1 in 3 for a black male during his lifetime). Those that are put in high security lockup have their belts taken away from them for their own safety, thus their clothing looks more baggy. When they get out of jail they continue this trend and others follow them.

And "black people" don't wear pants really low, PEOPLE who are trying to imitate a certain style do. I'm sitting in my school library right now, lets see...1..2....7 black people around me and none of them have their pants slung low.

white people sag pants too, but for some reason people say it starts not to look good when they hit 30s if your were younger you would look "better" and black people do because most blacks (not all) come from poor-ER communities (not to say they are are all poor, just sometimes they are poor-ER) for some reason sagging pants became part of their culture. although i will tell you where it originated in small, easy to understand words:
people do crimes
some people who do crimes are gay
they go to jail
they sag their pants to show they are gay (and for easy access)
somehow this found its way to the culture of African-Americans and white people also sag pants too, why i don't know (some white people are from the same communities, though so i guess its part of their culture too.)
