How powerful is the mayor?

Are mayors allowed to make their own laws and do their own planning towards the city. For example can they tear down or build new parks. Can they also buy property to make the city larger? What does a mayor do exactly? What cant they do? Can they do something that affects other cities near them? Please answer these questions.

The Mayor is the Little President of the locality where he is the Chief Executive. Thus, he controls everything just like how the President controls the country.
