but leave something like a shirt,eyes,shoes or something like that in color

Using a freehand selection tool, carefully trace around whatever you want to remain in color. Promote the selection to a new layer. Go back to the original full layer and change it to grayscale. Make sure the color layer is on top. Done.

Photo editing software, like any of the Adobe Programs.

PhotoShop's 3,4,5,6, CS CS2 CS3
Several ways most do it using Layars.
Or make exact copies, of the same photo, make one Black & White the othr in Color and cut and Paste.
