They have received adequate water and the soil has organic compost mixed in. What is going on?

I am in Zone 9 Houston, TX...they face West.

I'm going to go the other direction. Check the soil. You said they get adequate water? How much? More plants drown that dry up. Overwatering is the leading cause of death for most plants. Also, consider pests or fungi. You mention organic compost - what's the source of the compost? Some compost is made from manure products, and if it's not mature, it can burn the roots and kill the plants.

Sounds like they're dead. Cooked- in the heat, I suspect. A Western exposure is NOT a good one for Mums... Try putting them on the East side of a wall- next year...

In Dallas, they would be considered dead.

However, the blooms may have dried up.
Dead head plant and you will see new growth.

They do not bloom all season.

same happened to me. dead head all the old blooms and it will come back to life and bloom again
