How does Costco get away with selling stamps for .4075 cents per stamp? Are they selling it at a loss to benefit their customers or are they able to buy it for that much and pass the savings on to the customer? Either way it seems to me that the Government should step in and stop it. If it cost 41 cents to send a letter it should cost 41 cents to send a letter. Nobody should be considered that special that they pay less than the rest of the country to send a letter.

You kind of answered your own question. They are selling it at a loss to benefit their customers. The post office already got their 41 cents per stamp, so they're happy
There is no law that says Costco can't sell something for less than what they paid for it. Also, they are losing 25 cents per hundred stamps. They are making much more than that as soon as you pay your membership fee.
