In all seriousness, are you a Republican or a Democrat (or neither)? ;)
Both Reagan and Kennedy are surnames VERY tied to those specific presidents, whether they appeal to you for that reason or not, so it would seem quite odd (and possibly ignorant of the presidents themselves) for staunch Republicans to name their child Kennedy, or vice versa. I understand that both are currently trendy choices, but their random usage -- especially seeing them both together, pretty much ensuring they don't hold any further significance for you, personally -- can be quite problematic.
Whichever "party" you decide to side with, I'd use a classically feminine middle name to offset the genderless surname first name. Reagan Penelope or Kennedy Charlotte, for example.
I'd also check any names being considered against the Reagan and Kennedy genealogies, because the link would only be exaggerated by something like Kennedy Rose (Rose Kennedy was John's mother LOL) or Reagan Jane (Ronald's first wife was actress Jane Wyman).

Personally, I dont care for either first name choice; they sound too trendy, plus its always tricky naming a girl with a surname. What if she should marry a man with the last name of reagan or kennedy? But if you're really set on one of those, i would suggest a very feminine middle name to balance out the first name and so people are sure to know she's a little girl. Maybe something like Reagan Marie, Regan Lilly, or Kennedy Grace, or Kennedy Clara. Best wishes!

I totally agree with someone above me - Reagan Kennedy or Kennedy Reagan is great! How patriotic, lol. But if you don't want to do that, you should probably choose a more feminine name like Elisabeth, Annette, Julia, Sophie, Madeline, Adeline, Ada, Ava, Lily, Zoe, Leia, etc. to balance the name out. Oh, and Teagan/Tegan is sort of like Reagan/Regan - it's one of my favorite names (lol just wanted to put that in).
Reagan Ada? Kennedy Elisabeth? Regan Sophia? Kennedy Julia? Best of luck to you and Reagan/Kennedy/Kennedy Reagan lol.
