In the US the crisis is in the home mortgage financial markets. In some cities it is very expensive to buy a house, and both rents and incomes are high, but rents are in line with incomes. There in no housing shortage. Homeless people have income problems that look like housing problems.

The housing crisis is that there are more homes for sale than there are people buying them. The biggest reason for this is all the houses owned by banks because of foreclosure. It's a great time to buy because prices are falling. It's a crappy time to sell for the same reason.

Speaking seriously, there is no housing crisis.
In fact, house prices are going down as a result of mortage crisis, so housing is actually getting more affordable.
