Some one that says, "this is a problem I see and this is the solution I'd like to try."
Everyone has different values so someone with that kind of list can't represent a majority of people.

I'm not old enough but I would vote for someone that I think is fit for the position. If everyone is voting for Fred Thompson and I don't like him, I wouldn't vote for him.
