Yes you can. This is a good GPA. Plus your essay counts as well. I do have an advice for you. I went to community college first and then transferred out to UCLA after 2 years with GPA of 3.5. I save a lot of money. Community colleges offer same course as universities for first two years. In a community college, same class will cost you $28 to $30 a unit . Same class in a university will cost you over $350 or $400.
Plus you get financial aid to cover all of your expenses. After two years, you can transfer to any school...

I'm sorry but a 1650 is just not going to cut it. Take the SAT again and aim for at least a 2000, but you can get in with AT LEAST a 1850+ . Don't forget about SAT 2's I think they require either 2 or 3 subject test. You should be able to score 700+ in each subject, but at least mid 600's.
I'd rather tell you the truth right now, then you apply with those credentials and get denied.
Good luck!

Your GPA is strong, but your SAT score is pretty low for either of those schools. If you have a rigorous high school program and all of the other things (essay, extracurriculars, references), then they may put the SAT down to nerves, but if not, I'm afraid you don't stand much of a chance.

Colleges also look at volunteer work and the 'extra' stuff, so if all you've thrown yourself into is school work, you might not be qualified. Colleges want people who are going to make them look better too! They want people who will volunteer and help out with the school, not just someone smart. Because that doesnt really benefit the school does it? You're in four years and then you're done, they want more than that.
