It would just make sense. Intervention is only for addicts. There ought to be something we would do with someone who's saying he's going to commit a crime.

Do you guys think it would be a GOOD IDEA to design programs for such people?

I can tell you are not a criminal justice student. The reason we don't persecute people for their "wanting" to commit crimes is that our government still allows our thoughts to be legal. Just because you want to do something does not mean you will and in order to have a crime you must have the criminal act and the intent to do so. If you call 911 now and tell them you want to kill yourself, one of the first things they will ask you is if you have a "plan". If you don't, they will tell you to call your doctor in the morning because you are not really intending to do any harm nor have a plan to carry out the act. Same goes for criminal acts. That's if you are "thinking" about it, now if you are a criminal, there is an intervention; go to the police station, turn yourself in, and incarceration for some IS a lovely intervention program trust me.

It is not illegal to think about committing a crime, at least not in the US or likely any other Western country.

You are allowed to think whatever you want. Crimes involve actions and deeds, not thoughts.

If you have evidence stronger then hearsay about a specific illegal action, then report it to the police and let them investigate if there is a case.
