Fog can form at nearly any temperature under the right conditions. It is easiest at temperatures above freezing though. For an experiment, the old cloud in bottle experiment which I have seen at many science fairs that I have judged is a classic. Fog is nothing more than a cloud in contact with the earths surface.

For an example of this experiment try;

or you can google cloud in a bottle for more variations.

As for how fog forms. Do the experiment. Maybe you can figure it out.

Cold weather is not a required condition for fog formation.Usually fog is formed when the temperature is reduced below dew point or when moisture is addedd to air until condensation takes place.Fog is nothing but cloud on ground.
The common radiation fog is formed when the following favourable conditions are available.
(1)Clear sky(2) light wind (3)Ground inversion(increase of temperature with height) and (4)Presence of sufficient moisture in the air.
Loss of heat by radiation of energy into the space is the principal factor in the formation of ground fog.

Fog needs saturated air to form. This means that the temperature is equal to the dewpoint. And this happens most often when the temperature is low. Cold water helps temperatures to go down, and it can also make the dewpoint rise, it's water after all. This is especially true during summer, after the passage of a thunderstorm, when fog can form because the rain falling from it's downdraft cools and moistens the air.

fog doesn't require cold weather to form. you just have to cool or moisten the air enough that the humidity reaches 100%. most dense fog forms at night when the air cools down after the sun sets, and also when warm air blows over cold water (think san fransisco).

sorry, don't have any links though....
