Issue A: the maximum and minimum magnitudes of their what?
Issue B: This is not a question in chemistry.

What I can help you:
The maximum sum is when they are parallel and have the same direction: Sum = 6.5km.
The minimum sum is when they are parallel and have the opposite direction (sometimes called anti-parallel): Sum = 3.5km.

vector sum nicely-knownshows maximum value whilst 2 vectors have an identical instructions and in this occasion sum is got here across via including the values of two vectors sum(max)=3.5+4.0=7.5 Km and minimum happens whilst 2 vectors have opposite instructions and the sum is the version of two vectore's magnitude: sum(min) = 4.0 -3.5 = ).5 Km
