What are some of the ways in which Congress can check the power of the executive branch and how effective are these checks on the President's power?

Congress is the body that actually writes the laws, the president can not enact any laws without the congress. The president has the power to veto any law passed by congress but the congress can override the veto if 2/3 of it votes again to pass it.
