If it has to be less than 350,000, the first digit has to be three. You're left with digits 2,4,5,6,7.

The next digit has to be 2 or 4 to stay within the restrictions. Take the higher integer, 4. You're left with 2,5,6,7.

After that there are no more restrictions. Just tack on the remaining digits in descending order.
