Yep! He's Japanese, but where he lives is in Konoha which is not really in Japan. Masashi Kishimoto just made the Naruto characters live in another world.

Ya of course he is. All of them are. It's just apart of anime's to make characters like for example naruto is with wide blue eyes and blonde hair. Also like sakura and anko with pink and purple hair. It's all apart of the art but they are all japanese.
