What is my rising sign?

I'm born on the 12th July 1991.I've entered this information plus the time I was born into the free online chart thing and it told me my rising sign was Libra.But someone on here told me that is incorrect and that my rising sign is Leo.
Which one is correct?

I need a time, please. Sometimes dst will move it a bit, but it won't move it 2 whole signs!!! Generally, if you are born between noon and 2, your sun will be in the 9th house. 2 to 4,pm it will be in the 8th house. 4 to 6pm, it will be in the 7th house. 6 to 8, the 6th house. 8 to 10, the 5th house. 10 to midnight, the 4th house. Midnight to 2 am, the 3rd house. 2 am to 4 am, the second house. 4 to 6 am, the first house, or rising sign/ascendant. But, as I said, sometimes with daylight savings times it may bump the sun over into the next house. But not 2! By that I mean Leo, to Virgo, to Libra, is 2 signs. Plus, the location you were born matters as well.
Also, there are people on here who no absolutely nothing about astrology and answer questions because they googled it and want points. So bear that in mind.

I would not go by what peopel say unless i see it.
