Hannibal-was he a dictator?

Can anyone tell me in a brief paragraph
about Hannibal from carthage? Also if he was a dictator?

Hannibal rarely led his government. He was primarily a military commander and consultant to various governments. His major claim to fame was the invasion of Italy and the Roman empire by bringing his army, which included Elephants, over the Alps through the area that is now known as Switzerland. He was eventually defeated by the Romans and moved repeatedly from area to area in his senior years.
