1) Anything I can do to try to get the heat going - what should I check. I don't know how to tell if valve is opened or closed. I have baseboard water heat -- I've heard about bleeding the baseboard units - wd this help -- how many would I have to do this to (just turn the screw on the end, right).
2) What is the best gas boiler, if I need a new one.

the bell shaped valve is your t&p safety. Should not be leaking. Check for proper pressure in boiler of 12-15 lbs. No heat- is the boiler at temp or not firing at all. If not firing at all, check for power and a pilot if it has one. If it is at temp, then check relays that turn on your circulator. Otherwise more info is needed to help.

I'd guess from your description that that
"bell shaped valve" is your pressure relief
valve.
I'd also guess that too much water is feeding
into your boiler and causing it to shut down
due to overpressure.
Do you hear water flowing?
Check that your water feed valve isn't stuck
open or leaking. There is generally a manual
valve to shut off the water for service, - close it.
Drain your boiler down to the proper pressure
or water level and try a restart.
You do need a pro. The water feed valve must
be serviced if the above works, and if not, you've
got a more serious problem
