The idea was that the entire lower house (The House of Representatives) would be replaced every year and that 1/3 of the upper house (The Senate) would be replaced every 2 years. The Founding Fathers hadn't expected that people would make a life-long profession out of being in Congress, since back then our leaders did their duty for a finite period of time and then went back to their real (and more important job).

Because that is how the founding fathers wrote the Constitution.

Also, a part of your answer is that Congress has two houses: One where all states have equal representation (the Senate), and one where representation is based on population (the House of Representatives). The equal representation lasts longer, while shorter terms are given to House representatives so that they have to reconnect with their voter base every two years to keep their jobs.

Senators are elected for 6 years because there are only two in each State...rep are tow year terms because many states have 10-40 in Washington...they are from smaller districs

The Senate is given more power and thus needs to be more stable. Also, Senators were orignally designated by their state governments, not elected directly by the people.

The House was meant to be the "people's house" and is to be more reflective of the will of the people. The House was always elected directly by the voters.

Maybe because Senators are more important or do more than the representatives, anyways you can run a million times if you wanted to for eah of them so i dont really think it matters
