Where are you getting your information from? Wyoming has 1 representative:
Cubin, Barbara, Wyoming, At Large.

While Massachussets has a total of 10 representatives:

Because they don't. Wyoming has 1 representative, Massachusetts has 10. Not sure how you get more from that...
