It all comes down to location, location, location.
To become good enough to make the NHL players have to start learning at a young age, be exposed to top notch coaching, and have access to a lot of ice 9 months a year.
The best coaches normally originate from the biggest hockey programs, which have the most ice, which are located in the Northern US, Canada, and Northern Europe.
There are currently 10 'black' players in the NHL, out of about 660 full roster players. 10/660 = 1.5%. The percentage of 'black' persons living in those area's is around 1.5% (maybe a lttle higher in the US).
As you can see it is a result of location and population demographics, and has nothing to do with athletic ability, role models, or financial status.

There are more than that. Last count was....15? And it's all sociological economics (whatever that means...I just made it up). A few reasons, and they're all stereotypical (easiest to give you a straight answer without being PC):
There's not enough black players for black kids to idolize. Iginla and Fuhr are the ones off the top of my head. I can think of a few black friends who really couldn't care about the colour of a hockey player's skin...just my own counter-argument.
Culture. Most black kids in the past decade and a half grew up watching basketball and listening to hip-hop. Most basketball players are black, hip hop glorifies that more or less to sell their records, kids buy into their message.
Cost. Let's face it. Because of the past with racial tensions and setbacks, most black families cannot afford to shell out $700 for hockey equipment alone. It's much cheaper to give their kid a basketball or a glove and bat.

Cause y'all have weak ankles. LOL just kidding. I think it's cause of geographics really. Percentage of black people that live in areas where there are long winters (ice pads) is lower than in warmer climates. Logistics and popularity of that sport in those areas.

There isnt alot of interest in hockey with black people. Plus, hockey is a very very expensive sport to play. There are more wealthier white people than black people, just face it.
Not alot of blacks grow up around hockey or play when they are younger. That is why

Well, I don't think hockey is hugely popular with black guys, but mainly african american men. The majority if not all black guys in the league are canadian and mixed aswell.
Also I've heard that the NHL has had a reputation of being racist in the past.
