Limerick definatly. But it depends what course you are going for - Universities specifies in mainly degrees whereas an IT is for certs, diplomas etc!
Limerick has a buzzing social life and the UL complex is the best in Ireland, 1st Olympic size swimming pool, national teams train here etc etc! Have very advanced technical rooms and study places - infrastructure is very good - very large complex always some life around the place!
Whereas Carlow like previously mentioned is small, cost of living less, but also less to do!
Dont believe the hype about Limerick - yes there is gun war and rivalry, but as long as the gangs keep hurting each other and not innocent people like us, we'll be grand !! :)
Hope this helps

Either give a recognised qualification. Limerick is a bigger place, and class sizes may be bigger too. And parts of Limerick are not considered very safe. If Carlow IT has smaller classes, then it might be more like individual tuition for you. Which place is more convenient to where you live? It could make a difference for ease in transport, returning home at weekends, plus somewhat less costly. If you study well, it doesn't matter - it is the result that counts

bluebell said above that parts of limerick aren't considered very safe but if u stay away from these small areas of the city you'll be fine! However in the cost of living in limerick will be alot more expensive than carlow. University of Limerick has a more recognised name than Carlow IT (for both, around the country and abroad) so UL would benefit you more in the long run!

Better for what?
Your question doesn't really make sense.
Limerick is a bigger city and has all that that entails, Carlow is closer to Dublin, a smaller town. This of course may be a plus.

In terms of academics, surely that depends on you? Neither place will magically transfer knowledge or award degrees - how you do is up to you.

Carlow is a bit of a dump, whereas Limerick's bad press ignores the fact that it is a hotbed of the arts and there's always something going on.

Carlow sucks. Limerick is great.
