Have you read the book: Double or Nothing: How Two Friends Risked It All to Buy One of Las Vegas' Legendary Casinos - it's about the Golden Nugget. It will help you figure out what you need to do to open a casino. FYI - I know this is a joke and that $45000 won't even open a coffee house. But I thought you might find the book fun and interesting. I read it would give it two thumbs up. It also talks about how expedia got started.

I would go just outside of Vegas to Lake Las Vegas. More than just a casino but an entire community around an artificial lake. created to look like the Italian Riviera. Beautiful and classy.

The Venetian. It is probably making the most money right now, and the expansion is only going to make it even more profitable. Plus, it is quite elegant.
