Temperature Energy is only measured on a per atom or molecular basis.
We can measure how much electrons expand inside the atom .We can also measure how far atoms expand in a material as a function of temperature energy.

The Average temperature energy that surounds an atom containment of materials on earth, is aproximatly equal to ,1.380658 x10^-23 kilogram x(meter/seconds)^2 per degree absolute per atom.

Where as the cosmic temperature that has been presently understood to be by cosmologist has been equal to 2.73 K.
