Just to be on the safe side, the parents should write out a letter that basically states that the child has their permission to travel to and from the location in Virginia and provide contact information if there are questions.

I believe the answer is yes, you can travel out of state as a minor. There are absolutely no laws preventing this. What if you lived on the border of two states? Would you have to have permission to cross the border to go to your friend's house if he/she lived in the other state. No, you wouldn't. It is not a crime, although you may be in trouble at home if your parents don't know about it.
Also, you would be subject to the laws of the states you visit and travel through, so there may be curfews for minors, etc.

Well, its sort of like hanging out with your friends, you can go anywhere as long as your parents know where you are kind of deal. You are allowed to go if you have consent from your parents. It also depends on how long it takes and how long you will be staying.
PS- I would check with your local DMV and see if it is legal to do that.

legally, unless your license has restrictions on it (has to have a person older than 18 with them, etc), then you're fine. as for it being a good idea, I'd barely let a 16 year old baby-sit my kids, let alone drive out of state.
