I put gemstones in a wine glass and filled it with water, the water evaporates, is there anything i can use that i don't have to continuously refill, or is that just something i have to deal with?

you need a gel. A polymer to be exact. They sell plastic gel stuff - acrylic water-that you mix as a resin, and then it sets. Check craft stores for it.

You could get some sort of a clear gel that pours, but then solidifies.

They all will. The only way to stop it, is to cover the glass.

I do not know your purpose. Try adding mineral oil.
