First solve the parenthesis

2y-8 = -3/2 + 5/2y
collect the like terms

2y-5/2y = 8 - 3/2

y = -13

distribute -1/2 to both 3 and-5y
2y-8=-1.5+2.5y
minus 2y from both sides
-8=-1.5+.5y
add -1.5 to both sides
