They are not designed for more then one person and typically the engines will not have enough power anyway.

They sure can, assuming they are outfitted for riding doubled up. Some mopeds do not have enough horsepower to carry two people, nor do these mopeds typically have a provision to seat two. If there is room for two (and it is an intentional design choice, such as the addition of foot pegs for the rear rider) then go for it.

In Taiwan, they would carry up to 2 adults and 2 kids. Basically have the the two adults on the seat, and two kids standing on the kickboard. Depending on the engine, it varies how much power it has.

I have seen plenty of mopeds that could carry 2 people, and they do have enough power to do so.
Only in New Jersey is it illegal to carry a passenger on a moped.
The only requirement anywhere else is to have a double seat and a place for the passenger to place their feet.
