They actually did a demonstration for the show "Is It Real" on National Geographic Channel that showed that the symptoms shown in cattle mutilations happen naturally. This was done by a Sheriff somewhere in the midwest, although I can't remember the details...

Millions of undocumented illegal aliens who are hungry and sneaky. Really, a naturally occurring death will quickly decay in unusual ways due to maggots and dehydration. No mystery unless you haven't seen a lot of dead critters.
