California was admitted to the Union as a free state in 1850. Texas also gave up claims to what is now New Mexico and Arizona. Slavery was abolished in the District of Columbia. There were smaller details but this was an attempt to keep the country growing despite arguments over slavery. The part about the Fugitive Slaves only polarized the debate about secession that led into the Civil War.
Naval blockades did isolate the South during the Civil War. They had no way to export cotton, tobacco, and other agricultural products. They also were limited in importing weapons and other goods needed to support their army.
