I was in an office and all the electric outlets and light switches were red. What does that mean? It was not for decoration.

All are connected to an emergency power supply system if power is lost. It's not a good idea to use red or orange switches or outlets in a home, office, unless there is a means for emergency power supply system, or a special application. Emergency personnel know what these items are for, and it could cause them problems if they were used in a wrong way.

It means those switches and outlets are connected to the emergency electrical system

yes you will have to cut in a outlet box below the switch and drop a # 14 wire down to it but in the light switch you must have a white neutral in order for the outlet to work connect the new #14 wire the black to the line side of the switch and the white to the white and ground to the ground be sure and turn the power off to that switch

every one above is correct. Next time you visit someone in a hospital look at the outlets. They are used for life support systems, computers and lighting and all sort of equipment that's behind the scenes you don't see.
