The french film Amelie! It might have subtittles but if you don't mind that it's an extremely beautiful storyline, beautiful to look at with beautiful music. Could be a gateway foreign film for you. I'd recommend this film to anyone over the age of 12.

i thought love actually was very romantic, especially with the kid wanted to tell the girl how he feels and with the song the girl sings at the end, i could watch that film over and over again and not get tired of it
