The car has never overheated.
Heat works fine @ low speeds(0-40), but @ high speeds(40-70) the temp gage Drops. and heat is lost. You can actually watch the tem gage drop.

During the Summer it's not a problem, I maintains a constant temp. but during the winter is when the car has problems.

Before anyone says replace the Thermostat That was the first thing done.

Everyone I have asked looks at me like im an idiot. I have no clue of what to start with to fix the problem

The thermostat is designed to open and close as heat demand dictates. If the thermostat is open too far, you will see exactly what you describe when it is cold out like in winter. In summer, when the ambient temperature is higher, you will not.

The themostat is either improperly installed or blocked in the open postion. Although you replaced it, you may need to do that again. You can also test the thermostat if you have a hot plate, a large pan of water, and a thermometer. As you heat the water with the thermostat in it, you will see the unit open; measure the temp where it opens as it may be too low.

I know you said the you already have replaced the thermostat but just because you put a new one in it doesn't mean that it is good after all it is man made, if it isn't the thermistor then you have something blocking it open or else it is installed wrong., If you check all of that and it still Dons';t work then try getting a lower therm and try that.

my z24 cavy has gauge issues and this could be your problem your car is probably running around 195 and I know that you dont have an intercooler so it should not be dropping. Check to see if the gauges are working correctly

You might want to check your radiator cap... but if anything No offense it is a Cavalier. In my opinion sell it and buy an import like Honda, Toyota since they are more dependable vehicles.
